Time for Difficult Choices on Myanmar

What is happening in Myanmar is a revolutionary war against a brutal, intractable regime that has no interest in compromise. Sanctions and diplomacy will not appreciably affect the outcome. Either the junta will lose on the battlefield or the state will fracture.
